Municipal Lien Certificates

RI General Law Chapter 44-7 Section 11

The collector of taxes for any city, town, or fire district shall, on written application by any person, and within five (5) days thereafter, excluding Saturdays, Sundays, and holidays, furnish the applicant a single certificate of all taxes and other assessments, including water rates and charges, which at the time constitute liens on the parcel of real estate specified in the application and are payable on account of the real estate.

The Collector’s office upon written request, including a self addressed stamped envelope and payment of fee will provide a Municipal Lien Certificate for properties located within the Town.  Our office cannot provide verbal tax information.

Obtaining a Certificate

A written request identifying the plat and lot or property address of the requested MLC along with a self addressed postage paid return envelope and a check made out to the “Town of Lincoln” should be sent to:

How long does it take to get a municipal lien certificate?

The average turnaround time for a municipal lien request is 48 hours from the receipt of the request and payment.  However, during periods of heavy volume it could be slightly longer.

How current is the data?

The Collector’s office post receipts daily and municipal lien certificates are calculated to the day they are printed.

PLEASE NOTE:  Recording of Real Estate Deeds should list the mailing address of the new owner for tax bill purposes.
