The Collector’s office is responsible for collecting Real Estate
Tax, Personal Property Tax, Motor Vehicle Excise Tax, and Sewer
bills. We also handle Municipal Lien Certificates for real
estate transactions.
The
Treasurer’s office is responsible for the issuing of the Town’s
payroll and vendor checks. We also handle properties in tax
title as well as all accounts receivables for the Town.

1. Can I pay my tax bills on-line?
A
1 Yes. Follow the “Online Bill Pay” link on the Town’s main
page. We currently accept payment of real estate property tax,
excise tax, and sewer fees and/or assessments. Payment can be
made either by Mastercard or Visa credit cards. A processing
fee will be assessed for all credit card payments.

2. How often are property tax bills mailed?

2. All real estate property tax bills are issued on a yearly
basis in July.

3. When is a real estate property tax bill due?
A
3. Tax bills are due in quarterly payments on the following
dates: July 31st, October 31st, January
31st and April 30th.

4. If I pay my property tax bill late, will I be charged any
interest?
A
4. Yes, interest is assessed at a rate of 12% per annum from
the due date of the bill. If any payment is received late the
taxpayer relinquishes the privilege of payment in quarterly
installments and the balance becomes payable in full. The
penalty interest will be calculated on the full balance due.

7. Does the Treasurer’s Office have homes and/or land for
sale?

7. The Town of Lincoln normally holds a tax sale annually in
the Spring. The tax sale is advertised on this website. The
tax sale is conducted subject to RIGL 44-9.

8. If I did not physically receive an excise bill from the
Town, am I still responsible for late charges?
A
8. According to RIGL 44-34 a person who does not receive a bill
is still liable for the excise plus any charges. Address
records for auto excise taxes are maintained by RI Division of
Motor Vehicles (RIDMV). Therefore, it is very important to keep
the RIDMV (
www.dmv.ri.gov ), informed of a current name and address so
that excise bills can be delivered properly. All owners of
motor vehicles must pay excise tax; therefore it is the
responsibility of the owner to contact the local assessor if
he/she has not received a bill. The mailing of all excise tax
bills happens in July of each year.

9. I no longer live in the Town of Lincoln but I have a
Motor Vehicle Tax bill.
A
9. You should not be paying more than one Town for the same
time period. You are taxed according to the address that is
listed on your registration, not your current residence. Motor
Vehicle taxes are for the prior calendar year. You will be
responsible for the tax bill in Lincoln until you change your
address on your registration. In order to avoid being charged
for taxes at your old address or if you plan to move soon, you
must file a change of address with RIDMV. The form can be
obtained at your local DMV office or at
www.dmv.ri.gov/forms/allforms.php.

10. I have received a Motor Vehicle Excise Tax bill and I no
longer own that vehicle.
A
10. Motor Vehicle Tax bills are based on your RI DMV
registration for the prior calendar year. Taxes are assessed on
the registration. You must return your registered plates to the
RI DMV in order to stop the assessment.

11. I am a vendor for the Town looking for a payment, how do
I track down my check?
A
11. All invoices submitted to the Town must follow the following
process: The department paying the invoice must submit a
purchase order to the Purchasing Agent; the Finance Director
then confirms that funds are available and submits the purchase
orders to the Town Council. The Town Council meets on the third
Tuesday of the month. When purchase orders are approved by the
Town Council, the Finance Director issues the checks. You
should track the invoice through the department you submitted it
to in the first place.

12. I am not the listed property owner, may I get verbal
confirmation on property tax payment status?
A
12. Generally, you may not. Due to the large volume of requests
for property tax information, the Town of Lincoln requires you
to order a Municipal Lien Certificate (MLC).

13. How much do you charge for Municipal Lien Certificates?
A
13. The cost to obtain an MLC is $25.00 per parcel, plus
postage.

14. How long does it take to get a Municipal Lien
Certificate?
A
14. The average turnaround time for a municipal lien request is
48 hours from the time of request receipt and payment. However,
during periods of heavy volume it could be slightly longer.

15. How current is the MLC data?
A
15. The Collector’s office post receipts daily and municipal
lien certificates are calculated to the day they are printed.
The MLC is good for 60 days. You may call the Collector’s
Office within that time to confirm the status on the MLC.

Sewer Billing
The Town of Lincoln issues all
sewer bills. This bill is sent separately from fiscal year real
estate bills.

Residential Properties
Annual sewer service charges
for residential properties are calculated on a flat-fee
basis for each user of the sewer system. Bills are issued
in August for the prior year’s use. The charge is $75 per
residential unit per year as established in the Town of
Lincoln Code of Ordinance Chapter 207 Section 65. Current
sewer use charges are not shown on the real estate tax
bill.

Commercial Properties
For Commercial properties,
sewer charges are calculated on a per use charge determined
by the reading of the property’s water meter (Town of
Lincoln Code of Ordinance Chapter 207 Section65).
Commercial sewer bills are issued in August for the prior
years use.
Sewer
Assessment
Each sewer assessment structure
or home site as outlined in the Town of Lincoln Ordinance
Chapter 207-58 is assessed $1900.00 Sewer assessments are
payable in equal installments annually for a period of 20 years
with 6.5047% interest (Chapter 207-63).
Subdivided land will be charged
an assessment of $1900.00 or $950.00 if constructed at the
expense of the landowner or developer. These charges shall be
assessed upon their passage of final approval or upon the
recording of a deed dividing said property or whichever comes
first (Chapter 207-58 C).
Liability
The owner of any property shall
be liable for the payment of all charges for sewer furnished at
the premises. The failure of the owner or customer to receive a
bill does not relieve him or her from the obligation of timely
payment or the consequences of non-payment.
Due Dates and
Late Charges
The sewer charges are due by the
stated due date. Interest at the rate of 12% per annum will
accrue from the billing date on unpaid balances not paid in full
by the due date.

Vendor Payments
All vendor payments originate
from the department that purchased the item or contracted for
the service. Your first contact should always be to that
department.
If the department confirms that
they have processed the check, the Town of Lincoln has an
Accounts Payable office that can be reached at (401)333-1100,
extension 7003 to verify the status of the actual check.
